Multisig Transfer Process

Summary: To finalize the transfer from BanklessDAO to Black Flag DAO, the final step is to swap SAFE treasury multisigners to our newly elected Flag Keepers.

1. Keepers will acknowledge following wallet safety and security protocols.
2. Initiate transactions on all 5 BFD Safe treasuries to add 1 keeper (requires 4 existing signers).
3. New keepers submit subsequent transactions to add the next keeper, and subsequent keepers are added.
4. Gas will be reimbursed.
